About this portfolio

Congress Alpha monitors STOCK Act periodic transaction reports (PTRs) filed by members of Congress through the House eFD system. These mandatory disclosures — publicly available at disclosures.house.gov — reveal within 30–45 days what stocks elected officials are buying and selling.


Research consistently shows congressional portfolios significantly outperform the market. We filter for members with the strongest historical alpha, then enter positions when 2+ members buy the same stock within a 30-day window — a cluster signal that historically has 72% win rate within a 6-month window.

Signal generation

Data collection. PTR disclosures are parsed daily from disclosures.house.gov and senate.gov. Each filing is normalized to: member, ticker, buy/sell, amount range, and trade date.

Member ranking. We score each member by their 3-year buy alpha: return on disclosed buys vs SPY at +90 days. Only top-alpha members are included in the signal pool.

Cluster detection. A signal fires when 2+ tracked members buy the same ticker within a 30-day window, or when tier-1 members (Pelosi, Gottheimer) make a single buy ≥ $250K.

6-month hold. Positions held for 6 months or until the cluster unwinds (members sell). Trailing stop −15% from entry. Max 12 positions at a time.
Disclosure lag & limitations

30–45 day lag. STOCK Act requires disclosure within 45 days of the transaction. Signals reflect past activity, not real-time positions.

Range reporting. Dollar amounts are disclosed as ranges ($1K–$15K, $15K–$50K, etc.), not exact figures. We use range midpoints.

Spouse trades included. STOCK Act covers spouses and dependent children. Many Pelosi trades are filed under "spouse" (Paul Pelosi).
